Okay ... I finally got confirmation today that the US Embassy in Addis Ababa does NOT have our visa approval. AARRGGHH!!!
So, I spent a good hour on the phone hopping from agency to agency trying to find someone who cares enough to take some ownership and help me get this fixed. Right now, my request is sitting in the inbox of someone at USCIS, asking them to resend our approval via email to the National Visa Center, who should then forward it on to the US Embassy in Addis Ababa. You can see how many hands this has to pass through in order to get where it needs to go, which is exactly WHY it didn't get there in the first place and why I'm still very much concerned about it now.
We are contacting our Senator and/or Representative to see if they can help us too.
So, that's where we are. Many prayers are appreciated. Thanks.

Ugh. The worst thing to happen to international adoption since sliced bread is the National Visa Center. There is NO communication between USCIS and NVC and neither one takes any responsibility for mistakes that happen. We were told, when our confirmation was sent to the WRONG city, that once it's sent, it's deleted and they can't resend it (hogwash). We were very blessed in that both embassies cooperated and the one was able to send it to the correct one (this was in India).
Keep after them and I'll be praying for a quick and painless resolution.
